New Policy of Foreigners' Residence Permit Coming
On July 17th, the Ministry of Public Security held a press conference to introduce 12 new exit-entry measures for foreigners living and working in China. These 12 new policies, which start from August 1st , widely applicable and it's conducive to promoting and boosting the economic and social development of various regions. Encourage, support, and facilitate foreign talents, foreign outstanding young people, and foreign Chinese to come to China to innovate and start businesses, invest in the industry and study in China.
Detailed information on each of the 12 measures is as follows:
One
Foreigners with high-level professional talents, great contribution to China or specially demanded by China may apply for permanent residence, with the recommendation of the relevant state authorities, provincial people's governments or national key development regional management departments. Foreign spouses and minor children of the above-mentioned persons may apply together.
Two
Foreigners working in China for four consecutive years, and living in China no less than 6 months each year, the annual wage income is not less than six times the average salary of urban employees in the previous year, and the annual personal income tax is not less than 20% of the annual wage income standard. Foreigners who reach these requirements, can apply for permanent residence in China.
Three
Foreign Chinese working in China, who have a doctoral degree or have worked in National Key Development Regions continuously for four years and have lived in China for at least six months each year, may apply for permanent residence in China. Their foreign spouses and minor children may apply together.
Four
Foreign experts and scholars, who invited by nation-wide key universities, scientific research institutes or Well-known enterprises, as well as foreign high-level management and professional and technical personnel recognized by the department in charge of the people's government at or above the municipal level in the district, or science and technology innovation department, may apply for a port visa to the public security agency port visa department. After the entry, the applicant bring with invited unit's certificate letter and other materials, can apply for multiple visas or residence permits within a period of 5 years.
Five
Foreign key talents in the domestic key development areas, and members of the innovation and entrepreneurship team, can apply for residence permit within a period of 5 years on the basis of work permits, unit's letters and other materials. Foreign members of the Innovation and Entrepreneurship Team may also apply for a residence permit within 5 years of validity with the letter of guarantee from the team leader.
Six
Foreigners with significant contributions and special needs of the country may recommend foreign members and research assistants of the work team they lead, and apply for long-term visas or residence permits within five years of validity.
Seven
Foreigners employed by enterprises or institutions in China, who have completed work permits but have not enough time to go out of China to apply for work visa, may apply for work-related residence permits from the entry-exit administration departments. What's more, for those who have applied for the work residence permit for more than one year twice consecutively without any violation of laws or regulations, the third application for work residence permits may apply for work-type residence permits with a validity period of five years as stipulated.
Eight
Foreign high-level talents working in key domestic institutions of higher learning, research institutes and well-known enterprises can accept part-time occupations in the fields of innovation and entrepreneurship with the consent of their work units and part-time units, as well as the entry-exit administration departments.
Nine
Foreign outstanding students who have obtained bachelor degree or above in key domestic colleges and universities, who are engaged in innovation and entrepreneurship activities in China after graduation, can apply for the validity period of 2 to 5 years residence permit with the certificate of university diploma and innovation entrepreneurship and other documents.
Ten
Foreign students who graduated from internationally renowned universities and who come to China work in the filed of innovation and entrepreneurship within two years after graduation, can apply for a residence permit within two years of validity with educational certificates and other materials.
Eleven
Foreign students from overseas universities invited by well-known domestic enterprises and institutions for internships in China, may apply for a one-year visa on the basis of unit's invitation letters and university study certificates and other documents. Foreign students who come to China for an internship in accordance with the inter-governmental agreement may apply for a work residence, once they meet all the required provisions.
Twelve
Government will establish some immigration service sites in areas where foreigners are concentrated, so that to provide policy consultation, residence travel, legal aid, language and culture services for resident foreigners.
